Title	Strengthening Indonesia’s Cyber Shield: A Legal Analysis of Cybersecurity and Anti-Corruption Measures
Abstract	Indonesia’s rapid digital transformation has generated both unprecedented opportunities and complex governance challenges, particularly in the domains of cybersecurity and corruption. While digitalization has significantly improved efficiency across finance, healthcare, and public administration, it has concurrently exposed the nation to heightened risks of cyberattacks, data breaches, and digital fraud. Recent reports from the National Cyber and Encryption Agency indicate a sharp escalation in cyber incidents targeting critical infrastructure, revealing the urgent need for a robust and future-oriented cybersecurity framework. However, Indonesia’s principal legal instrument, the Electronic Information and Transactions Law, remains inadequate for addressing the evolving nature of transnational cyber threats. Its outdated provisions, coupled with fragmented inter-agency coordination, have resulted in legal and institutional deficiencies that weaken national resilience. Moreover, digital transformation has enabled new modalities of corruption, such as online bribery and electronic fund manipulation, which are insufficiently covered by existing anti-corruption regulations. This study argues for an integrated legal framework that bridges cybersecurity governance with anti-corruption mechanisms to foster sustainable digital justice and institutional accountability. By drawing comparative insights from ASEAN counterparts, notably Singapore and Malaysia, this paper proposes strategic reforms to strengthen regulatory coherence, enhance cross-sectoral collaboration, and align Indonesia’s digital policies with regional standards. Strengthening international cooperation, harmonizing cybersecurity norms, and institutionalizing ethical digital governance are essential to ensuring that Indonesia’s digital transformation advances not only national security but also regional stability and sustainable development. This research contributes to the discourse on digital constitutionalism by proposing actionable legal and policy reforms that reinforce cybersecurity, uphold integrity, and accelerate Indonesia’s integration within the ASEAN digital ecosystem.
Biography	Professor Iwan Satriawan, S.H., MCL., Ph.D., is a senior constitutional law scholar whose academic work spans judicial governance, comparative constitutional systems, and democratic reform. He earned his Bachelor of Law from Universitas Gadjah Mada (1996) and later completed both his Master of Comparative Laws (2005) and Doctor of Philosophy in Law (2017) at the International Islamic University Malaysia. As a Professor at Universitas Muhammadiyah Yogyakarta. His research portfolio includes extensive nationally and internationally funded projects examining judicial appointment mechanisms, constitutional court reform, voters’ data protection, open legal policy, land governance, and constitutional awareness within civil society. He has produced numerous publications in Scopus-indexed and Sinta-accredited journals, contributing meaningful insights into issues such as judicial independence, human rights, electoral integrity, crisis governance, and the evolving challenges of digitalization. Beyond research, his public service engagements focus on constitutional literacy, disaster preparedness, deradicalization, and family resilience, reflecting his commitment to bridging academic expertise with societal needs. His scholarly contributions also include several academic books and intellectual property works covering constitutional law, constitutional court procedures, the integration of Islamic perspectives in legal studies, and contemporary legal challenges in the digital era. His research interests continue to center on comparative constitutionalism, judicial reforms, democratic governance, and the interface between law and digital transformation.
