Basic Theoretical Research of Digital Prosecution
Abstract
The "Big Data Legal Supervision Model" stands as the core component of digital prosecution, with its evolutionary trajectory guided by the overarching goal of modernizing legal supervision, the value orientation of realizing digital justice, and the fundamental requirement of advancing the modernization of prosecutorial governance. This model has facilitated a comprehensive transformation from case-specific to category-wide supervision, from static to dynamic oversight, and from partial to holistic monitoring, significantly propelling the deep-seated transition of the legal supervision system towards a modern paradigm. The types of big data legal supervision models can be broadly categorized into risk-based, demand-driven, and outcome-oriented models, which provide application support for digital prosecution through auxiliary functions such as review discretion, quantitative concretization, root cause governance, and management. These elements form an interlocking and complementary supervisory matrix within the framework of digital prosecution. As the scope of prosecutorial supervision expands and digital oversight methods are increasingly adopted, issues have emerged across the dimensions of data, application, and power operation in digital prosecution. In response, the transformation of digital prosecution should adhere to a dual governance path encompassing both technological and legal aspects. It is necessary to construct a three-dimensional regulatory framework for supervisory models that integrates algorithms, code, and modeling, thereby achieving all-encompassing and profound standardization of digital prosecution.

Research Projects Participated in 5 national and provincial-level research projects, undertaking roles in project research and report writing, including: i.National Social Science Foundation Major Project: "Research on the Improvement of the Party and State Supervision System in the New Era" ii.Supreme People's Procuratorate Major Theoretical Research Project: "Innovation and Development of Xi Jinping's Rule of Law Thought in the Field of Legal Supervision" iii.China People's Congress System Theory Research Association Project: "Research on Strengthening the Supervisory Function of the NPC over State-owned Asset Management" iv.Hubei Provincial Water Resources Department Project: "Drafting Study of the Regulations on the Implementation of the River and Lake Chief System in Hubei Province" v.Horizontal Project Commissioned by the General Office of the CPC Fuzhou Municipal Committee: "Tracing the Origins of Xi Jinping's Rule of Law Thought" Academic Research Specialized in procuratorial theory research, with a focus on administrative procuratorial work under the process of Chinese-style modernization. Authored articles such as "Constructing the 'Two-Law Connection' System for Compulsory Isolation Rehabilitation from the Perspective of Administrative Procuratorial Supervision" and "Digital Procuracy: Directions for the Transformation of Supervisory Functions through Algorithmization," aiming to promote the proactive performance of duties by procuratorial organs through the establishment of new-era supervisory mechanisms, thereby outlining the constitutional landscape of procuratorial power exercise. Academic Achievements Since enrollment, received 14 national and provincial-level honors, including "Outstanding Student of Beijing" and "Outstanding Graduate of Beijing." Also, earned more than 60 university-level awards, such as "Outstanding Postgraduate of Wuhan University." Represented Beijing students at significant national political events, including the Martyrs' Commemoration Day Flower Basket Presentation Ceremony at the Monument to the People's Heroes, the Seventh National Congress of the China Disabled Persons' Federation (CDPF), and the Celebration of the 70th Anniversary of the Founding of the People's Republic of China. Recognized with numerous awards for outstanding contributions, including "Outstanding Youth League Cadre of Beijing," "Outstanding Student Cadre," "Outstanding Youth League Member," "Advanced Individual in the National Day Parade for the 70th Anniversary," "Top Ten College Students," and "Advanced Individual in Ethnic Unity."
