Web3 Risk Governance for Asia’s Sustainable Blockchain Ecosystem
Abstract
The explosive growth of Web3 technologies and decentralized digital infrastructure has unlocked unprecedented opportunities for Asia’s digital economy, while posing acute challenges in risk governance, user protection, cross-border compliance, and ecosystem transparency. This presentation sharply focuses on four core risk clusters: legal-regulatory (KYC/AML, DeFi liability), cybersecurity (smart-contract exploits, wallet security), market (volatility, liquidity), and emerging assets (stablecoins, tokenized instruments). It then compares Asia’s regulatory frameworks—Singapore’s sandbox and licensing model, Japan and Hong Kong’s risk-based oversight, and Vietnam’s evolving policy trajectory—to distill four bedrock principles for a sustainable Web3 ecosystem: transparency, security, regulatory consistency, and innovation-friendliness. The ultimate goal is to empower policymakers, industry players, and legal practitioners to craft a balanced, future-ready regulatory environment that lets Asia capture Web3’s full potential while safeguarding the public interest.
Biography
I am Le Trinh Bao Nguyen, currently working as a Paralegal in Dispute Resolution at Rajah & Tann LCT Lawyers. I graduated from university two years ago and gained valuable hands-on experience during a one-year internship at Tilleke & Gibbins in Vietnam, where I focused on IP Enforcement. During that time and in my current role, I have developed practical expertise in domain name registration processes, including conducting availability searches, filing applications with national and international registries, and managing renewals and transfers. Additionally, I am experienced in handling domain name disputes, from advising clients on potential infringements and cybersquatting issues to preparing complaints under the Uniform Domain-Name Dispute-Resolution Policy (UDRP) and supporting proceedings before relevant arbitration panels.
