Title	Legal Challenges and Response Strategies for Marine Scientific Research in the Context of Climate Change
Abstract	Climate change poses significant legal challenges to marine scientific research, necessitating robust response strategies to ensure both the advancement of research and equitable international cooperation. This article examines the limitations of the current legal framework under the United Nations Convention on the Law of the Sea (UNCLOS) in addressing climate-driven changes in marine research. Specific issues include jurisdictional conflicts in international waters and exclusive economic zones (EEZs), benefit-sharing and technology transfer inequalities, and the unique vulnerabilities faced by Small Island Developing States (SIDS). The recent advisory opinion issued by the International Tribunal for the Law of the Sea (ITLOS) in May 2024 regarding climate change is analyzed for its legal implications and potential to enhance the effectiveness of UNCLOS, particularly in promoting marine scientific research. This article proposes strategies to strengthen international cooperation, encourage technological innovation, and improve benefit-sharing mechanisms. Case studies, including UNESCO and the Global Ocean Observing System (GOOS) initiatives, the application of unmanned vessels in polar research, and the practices of Pacific and Caribbean nations, provide concrete examples of these approaches.
Biography	I am a doctoral candidate at the School of International Law of East China University of Political Science and Law. My research interest is maritime law. In the context of globalization and increasingly complex international issues, the role of international law has become increasingly significant. I focus not only on the development of international legal theory, but also on how international law responds to real-life transnational challenges, such as climate change, international data sovereignty, and the legal issues of unmanned ocean systems. My courses and academic training are not limited to classroom knowledge, but also cover practical activities such as academic conferences and interdisciplinary exchanges, which provide me with opportunities to apply theory to practice and enhance my understanding and ability to solve international legal issues. During my graduate studies, I participated in a number of scientific research projects related to international law, which allowed me to conduct in-depth research and solve specific international legal issues. I have a particular focus on the practical application of international law in different areas, such as international environmental law, international law of the sea and international dispute settlement.
