Title	Can ITMOS Mechanisms Under the Paris Agreement Really Promote Global Synergies in Reducing Emissions? ——Taking Article 6.2 of the Paris Agreement as an Entry Point
Abstract	International co-operation on emission reduction has always been faced with the difficulty of agreeing on different solutions among Parties based on their own objectives. Article 6, paragraph 2, of the Paris Agreement provides a ‘cooperative approach’ to the cross-border flow of mitigation outcomes on the basis of respect for the autonomy of the participants. However, after analysing the specific content, legal attributes, flow conditions, accounting requirements and human rights protection of the international transfer of mitigation outcomes, the uncertainty of the international transfer of mitigation outcomes in terms of the circumstances under which they are created and the conditions for their transfer provides room for the participants to take unilateral measures. However, after analysing the specific content of international transfer of mitigation results, the legal attributes, transfer conditions, accounting requirements and human rights protection issues, the uncertainty of international transfer of mitigation results in terms of the circumstances of generation and conditions of transfer provides room for participants to take unilateralist measures, which may lead to the fragmentation of the rules of carbon trading, and is not conducive to the construction of a unified carbon market. In view of this, China and other developing countries may consider clarifying the attributes of financial services in the international transfer of mitigation outcomes, invoking the WTO Trade in Services Agreement, defending the principle of common but differentiated responsibilities, making good use of the compliance mechanism of the Paris Agreement, and adhering to the country-centred perspective on the protection of human rights to participate in the negotiations on the details of the ‘cooperative approach’ in Article 6.2 from a full range of perspectives. Participate in the negotiations on the details of Article 6.2 ‘Methods of Cooperation’ from all angles, and promote the construction of a fair, reasonable, cooperative and win-win global climate governance system.
