Title	"Code Guan": The concept of intelligent court to alleviate the contradiction between excessive civil cases and limited court resources.
Abstract	The person who judges according to law is the judge, and the Artificial Intelligence of the code referee is "Code Guan". At present, the relative shortage of court staff caused by more and more civil cases has become a Chinese judicial problem. "Code Guan" is the main body of Artificial Intelligence trials in the process of digitalization of social governance. It can drive the construction of smart courts to upgrade from smart tools to smart subjects, and promote the upgrading of "governance, supplement, diversion, mediation, trial, execution, and management" to achieve disputes in the whole life cycle. Specifically, In governance: Precise prevention and control of hidden dangers allows contradictions to stop; In supplement: solving the tentacles of resolving the tentacles to make rights defending rights according to law; In diversion: the case of the case out of the case to allow the complexity to be upgraded; In mediation: Conflict resolution through mediation helps resolve disputes before they escalate; In trial: The intelligent trial of the case relieves the pressure of the judge; In execution: the referee automatically executes the acceleration of rights and interests. In management: Reaching a reasonable and efficient allocation of resources ensures the equilibrium between judicial supply and demand. The reality and internet highly fusion of the information created by informatization are coming soon, and the "Code Guan" is expected to become the referee of the "new world".
Biography	Professor and master tutor at the Law School of Civil, Commercial and Economic Affairs of Gansu University of Political Science and Law. I am a researcher at the Digital Legal Industry Research Institute of Gansu Province and the Artificial Intelligence Rule of Law Research Center of Gansu University of Political Science and Law. My primary research focus lies in civil law, with unique perspectives on contract law's basic theory, standard clauses, financial leasing, intersections between civil law and other legal disciplines, as well as intersections between civil law and other fields. Have authored over 30 academic papers published in esteemed journals such as "Social Science" and "Journal of Law," along with four academic works. Additionally, have contributed to editing two academic works while leading eight provincial and ministerial research projects.
