Title	Practice Exploration of Notarization in Optimizing the Business Environment under the World Bank Evaluation System
Abstract	The World Bank's Doing Business evaluation system is an authoritative benchmark for measuring the business environment of a country. It includes primary and secondary assessment indicators. "Public Services" is a secondary assessment indicator under the World Bank's B-READY framework. Notarization, as a form of public legal service, has clear public interest attributes and plays a significant role in optimizing the business environment. Therefore, it should be incorporated into the public services category of the B-READY framework. In practice, notary offices have implemented various measures to support the optimization of the business environment, gradually expanding their efforts along both international and domestic paths. In the future, they can continue to contribute by advancing the use of legal technology, leveraging the judicial auxiliary role of notarial mediation, and continuously engaging in international business activities for enterprises.
Biography	Zhang Zheng, a PH.D. candidate in law. Deputy Director of Jing'an Notary Office in Shanghai, a notary public, arbitrator, and mediator. Roles: Chinese member of the International Union of Notaries; expert on the revision of the Law on Notary Services of the Ministry of Justice; deputy director of the "Industry Development Committee" of the Shanghai Notary Association; deputy director of the Digital Economy and Artificial Intelligence Research Committee of the Shanghai Arbitration Association; deputy director of the Legal Affairs Committee of the Shanghai Electronic Sports Association; arbitrator of the Shanghai International Economic and Trade Arbitration Commission; arbitrator of the Shanghai Arbitration Commission; mediator of the Shanghai Council for the Promotion of International Trade International Commercial Mediation Center. Special invited mentor of the Fudan University Alumni Association; special researcher of the Capital Market Research Center of the International Financial Legal Institute of East China University of Political Science and Law; practical mentor of the International Education Institute of East China University of Political Science and Law. Awarded the title of outstanding talent in the Shanghai notary industry in 2022. Has published nearly 20 academic articles in domestic and foreign authoritative magazines, and the notarized case he handled and wrote was one of the "Top 10 Typical Cases of Chinese Notarization in 2020" awarded by the Ministry of Justice.
