Title	Embedding in the era of codification: the "ism" thesis of the compilation of the ecological and environmental code 嵌入法典化时代：生态环境法典编撰的“主义”论纲
Abstract	当下中国已俨然开启了法典化新时代，各域法典化进程不一，但均以设想或实践回答着法典化之必要性、可行性、模式步骤、篇章结构、中国智识彰显、法典灵活性与生命力等共同议题。文章以生态环境法典编撰为切入点，认为法典化进程是对法律东方主义的彻底摈弃，是中国生态环境法治经由西方实现东方法律主义的重要里程碑。生态环境法典编撰必须面对法律多元主义背景下生态环境领域已经形成“软硬混合法治结构体”的现实，秉持强调体系完整、逻辑严密、注重关联与激发实效的结构功能主义，实现从还原主义到生态整体主义的进阶，在充分攫取法治本土资源的基础上形成一部彰显中国生态环境治理特色、推动中国式创新但更加具备世界主义情怀的生态环境法典。 At present, China has opened a new era of codification, and the process of codification in various regions is different, but all of them answer common issues such as the necessity, feasibility, mode steps, chapter structure, manifestation of Chinese intelligence, and flexibility and vitality of codification with ideas or practices. Taking the compilation of the ecological environment code as the starting point, this paper argues that the process of codification is a complete rejection of legal orientalism, and an important milestone for China's ecological and environmental rule of law to realize oriental legalism through the West. The compilation of the ecological and environmental code must face the reality that a "soft and hard mixed legal structure" has been formed in the field of ecological environment under the background of legal pluralism, uphold the structural functionalism that emphasizes the integrity of the system, the logic is rigorous, and the correlation and stimulate the effectiveness of the system, realize the advancement from reductionism to ecological holism, and form an ecological and environmental code that highlights the characteristics of China's ecological and environmental governance, promotes Chinese-style innovation but is more cosmopolitan on the basis of fully grabbing the local resources of the rule of law.
Biography	Xiong Xiaoqing, obtained his bachelor's, master's and doctorate degrees in law from Zhongnan University of Economics and Law, and is currently a professor and master's supervisor of Gansu University of Political Science and Law. He has published a monograph, published many academic papers in journals such as "Chinese Population, Resources and Environment", "Law", "Journal of China University of Geosciences (Humanities and Social Sciences Edition)", "Journal of Zhengzhou University (Humanities and Social Sciences Edition)", and presided over and participated in a number of national, provincial and ministerial and other research projects. In 2009, he went to National Chengchi University as a visiting student. In 2010, he went to the United States as a visiting scholar of the "Sino-US Environmental Justice Young Talents Exchange Program". From 2011 to 2012, he was invited by the U.S. Agency for International Development (USAID) and the U.S.-China Environmental Law Program at Vermont Law School to visit the United States again.
