Title	Conflict of Rule of Law Values Between Democratic and Authoritarian Regimes Within BRICS: Exploring Adjustment and Cooperation Strategies Through the Universality of Rule of Law in International Law
Abstract	This paper explores ways in which BRICS countries (Brazil, Russia, India, China, South Africa) can enhance cooperation based on the principles of the rule of law in international law context, focusing particularly on the role of economic rule of law in mediating legal conflicts among BRICS members. Amidst coexisting democratic and authoritarian systems, BRICS countries exhibit different approaches to rule of law principles, including human rights protection, due process, and legal stability. This study examines how international law’s universal rule of law principles might be applied across varied political systems. Using case studies like the BRICS New Development Bank (NDB) and the proposed BRICS Investment Protection Agreement (BIT), the paper highlights how economic rule of law can foster legal consistency and stability, thereby enhancing investment protection and economic cooperation. Ultimately, this paper suggests concrete strategies for BRICS members to transcend political differences and strengthen mutual trust and cooperation based on core rule of law principles.
Biography	Hee Moon Jo is a professor of law, Law School and Director of Legal Assistance Center of the University and former Director of University Library at Hankuk University of Foreign Studies(HUFS) in Seoul, Republic of Korea. He teaches International Investment Law, International Litigation and Arbitration, International Trade Law and Latin American Law. He is the director of the International and Regional Law Center at Law School of HUFS, ex-president of the Korean Association of Luso-Brazilian Studies (KALUBS) and commercial arbitrator of the Korean Commercial Arbitration Board (KCAB). He is also Brazilian Lawyer with last position as responsible for Asian Desk of Demarest & Almeida Law firm in Sao Paulo, Brazil. He also taught at the Sao Francisco University and Franca University in Sao Paulo, Brazil. He got Doctor of Law at University of Sao Paulo (USP) in 1992, Master of Law at Korea University in 1985 and BA at Hankuk University of Foreign Studies in 1982. He is the author of several books and book chapters published in Portuguese, English and Korean, including Moderno Direito Internacional Privado(Modern Private International Law), Introducao ao Direito Internacional (Introduction to International Law), one Chapter in Northeast Asian Perspectives on International Law(Brill). He received the Korean Prime Minister Award in December 2005.
