Title	Discourses of Competition Law Interpretation for the International Airline Alliance and China's engagement
Abstract	The International Airline Alliance (IAA) represents the primary mechanism for developing and operating the Air Silk Road. However, competition law poses a significant legal barrier to the realization of the IAA. To ensure that the IAA maximizes its positive contributions to cross-border air transport, it is essential to establish a legal framework for discourse among Asian countries in the cross-border air transport sector. In shaping a transnational legal framework, a country’s influence largely depends on the adaptability of its domestic institutional practices and the manner of its participation in rule-making processes. With the China’s evolving role in the international legal order, this paper seeks to investigate the legal transnationalization of the competition law assessment framework for the IAA from the standpoint of the Chinese legal regime under the Belt and Road Initiative (BRI). The study comprises two parts: (1) constructing a competition law assessment framework for the IAA in China, and (2) exploring the potential and limitations of China and Asia in developing an IAA model and order. Firstly, this study analyzes the characteristics of different IAA and their requirements for competition analysis of different antitrust review regimes, emcompassing three main questions: (1)The specific forms and efficiency-enhancing effects of IAA; (2)Whether IAAs are a necessary condition for the achievement of economic efficiency enhancement; and (3) Whether consumers benefit from equity-based IAAs. In the second section, through the lens of the 'spillover' effect of domestic law and the prevalence of transnational law creation, this research aims to elucidate the framework for reviewing IAA antitrust law and proposes theoretical foundations and potential implementation strategies to extend this framework's influence to antitrust reviews of IAAs in BRI countries, while laying the groundwork for increasing Asia's influence in the global air transport system.
Biography	Yingying Zhu is a lecturer at the School of Law, Shanghai University of Finance and Economics. Prior to joining the university, she served as both a teaching assistant and a research assistant at the University of Glasgow, where she pursued her PhD in competition law. She also earned a PhD in financial law from East China University of Political Science and Law. Yingying Zhu's research interests lie at the intersection of competition law, FinTech, and data accumulation.
