Title	Artificial Intelligence Ethics and the Rule of Law: The Practical Implications of Certain Virtue Elements in East Asian Cultures
Abstract	The development of artificial intelligence technology is fraught with uncertainties in technological, social, and political dimensions. AI ethics serves as a deliberative social balancing force to constrain the development of AI technology, while the concept of the rule of law acts as an institutional mechanism imposing rigid constraints on technological advancement. From the perspective of global AI governance practices, typical frameworks for AI ethics and the rule of law, such as those in the European Union, exhibit some fundamental flaws. This paper explores how certain ethical concepts in East Asian cultures, such as the balance of goodness and the emphasis on common interests, contain rich potential to overcome the shortcomings of existing frameworks. These concepts are referred to as virtue elements in this paper, and their implications for constructing a practical framework for AI ethics and the rule of law are examined. Additionally, the paper looks ahead to how these elements can contribute to the success of AI development in East Asia.
Biography	Zheng Yushuang, professor at the School of Law of China University of Political Science and Law and Deputy Director of the Jurisprudence Research Institute. His research focuses on legal philosophy, jurisprudence of technology, and criminal law philosophy. He has been a visiting scholar at Princeton University and the University of Oxford. In recent years, his primary research direction has been the legal challenges posed by emerging technologies and their jurisprudential reflections. His studies on AI ethics and algorithm regulation have exerted considerable influence within China's legal academia.
