Title	Strengthening International Humanitarian Law and International Human Rights Law in Central Asia: Prospects for Moving Forward
Abstract	This presentation (paper) explores the evolving relationship between international humanitarian law (IHL) and international human rights law (IHRL) in Central Asia, with a focus on identifying concrete steps to strengthen both legal frameworks in light of ongoing regional and global developments. As a region at the crossroads of Asia and Eurasia, Central Asia offers a unique perspective on the interaction between international legal obligations, domestic legal systems, and regional security dynamics. Despite significant geopolitical and legal transformations since independence, Central Asian states continue to face challenges in fully integrating IHL and IHRL norms into their domestic laws, judicial practices, and governance frameworks. The paper addresses the extent to which existing treaty obligations, customary norms, and national implementation mechanisms effectively promote compliance with IHL in armed conflict situations and safeguard human rights in peacetime and emergency contexts. It examines the gaps, overlaps, and tensions between IHL and IHRL as separate international legal regimes in conflict prevention, detention practices, and the protection of vulnerable populations, highlighting how differing levels of institutional development, limited judicial independence, competing political priorities, and other unique local factors have hindered their effective application. Drawing comparisons with other Asian sub-regions, the presentation also identifies successful strategies for promoting legal harmonization and cross-border cooperation. By aligning with the broader conference theme this presentation / paper demonstrates how the enhanced implementation of IHL and IHRL in Central Asia not only contributes to regional stability and human security but also enhances the wider Asia’s collective engagement with the evolving global legal order. The presentation concludes with practical recommendations for capacity-building, legal education reform, and fostering regional dialogue, all aimed at embedding international legal standards more firmly into Central Asian domestic legal systems and strengthening the region’s contribution to the development of international law in Asia.
Biography	Rustam Atadjanov, LLB, LLM, Dr. iur., PhD, is Associate Professor at KIMEP University School of Law, Almaty, Kazakhstan. He is an editor and co-editor in several academic books and periodicals including the Central Asian Yearbook of International Law and International Relations, the Journal of International Peacekeeping, the Ukrainian Law Review, and the Journal of Humanity, Peace and Justice. His areas of expertise and research include public international law, international human rights law, international criminal law, international humanitarian law, diplomatic and consular law, law of treaties, theory of law and state, constitutional law, criminal law, and more. At the School of Law, Dr. Atadjanov teaches Public Law and International Law-related courses.
