Title	The Internationalization of Law and the Asian Perspective in the Field of Combating Economic Cybercrime
Abstract	In 2024, the Ad Hoc Committee of the UN on Cybercrime adopted the UN Cybercrime Convention, representing a milestone for international cooperation in global cybercrime governance. The Convention is the outcome of years of deliberation, extensive international consultations, and intense negotiations before its final formulation and adoption. During the consultation process, Asian countries voiced their specific concerns and legal needs regarding cybercrime. Member states of the Shanghai Cooperation Organization submitted a draft to the United Nations that reflected the legal perspectives of Asian nations. However, in terms of substantive criminal law provisions, the Convention remains largely based on the framework of the Budapest Convention, which primarily addresses European priorities. This article systematically examines the substantive law priorities of Asian countries in global cybercrime cooperation, focusing extensively on their interests, demands, and practical experiences, especially in the field of combating economic cybercrimes. By comparing these with the existing Convention, it aims to provide valuable references for future international cooperation.
Biography	Dr. Yuanli Li is an Assistant Professor at the Institute of Cyber Law, School of Criminal Justice, China University of Political Science and Law. She has held this position since August 2022, with her research focusing on Criminal Law and Cyber Law. She earned her Ph.D. in Law from the Max Planck Institute for Foreign and International Criminal Law at Freiburg University (Germany) in February 2022, under the supervision of famous German Professor Ulrich Sieber, defending a dissertation titled “Strafrechtlicher Vorfeldschutz gegen Cybercrime im deutsch-chinesischen Vergleich.” Her earlier qualifications include an LL.M. in European Union Law from the University of Hamburg (Germany), an M.A. in Criminal Law from China University of Political Science and Law, and a double B.A. in Law and International Politics from Peking University. She is fluent in English (IELTS 7.5) and German (C1), with working knowledge of French (A2) and Latin (B2). Professionally, she currently leads a major research project as the Project Leader for "The Criminal Liability of Generative Artificial Intelligence Providers," funded by the National Social Science Fund of China (Youth Project, 2023-2026).
