Title	Strengthening the Legal and Administrative Framework for Supporting Small and Medium Enterprises toward ASEAN Regional Integration
Abstract	Small and medium enterprises (SMEs) account for more than 97% of all enterprises in Vietnam and play a crucial role in economic growth, job creation, and innovation. However, their capacity to integrate into regional markets remains limited due to fragmented legal frameworks and ineffective public administration mechanisms. This paper examines the current legal, policy, and administrative frameworks governing SME support in Vietnam and compares them with selected ASEAN countries. Using qualitative analysis and secondary data from the Ministry of Planning and Investment (2024) and the OECD (2023), the study identifies that existing policies primarily focus on financial and administrative assistance, while neglecting institutional and structural measures that enable SMEs to participate effectively in regional value chains. The findings highlight the need to enhance legal coherence, improve decentralization, and promote public–private partnerships as critical components of an enabling environment for SME development. The paper argues that strengthening these frameworks not only advances national competitiveness but also contributes to ASEAN’s broader goals of sustainable development and inclusive regional integration.
Biography	Huu Phuoc Le is currently a Ph.D. candidate in Public Administration at the National Academy of Administration and Public Governance, Vietnam. He has extensive experience in organizational management and administrative reform across Party, state, and non-governmental institutions, contributing to numerous initiatives on civil service innovation and public sector capacity development. His research interests focus on public management and small and medium enterprise (SME) support policies, particularly within the context of regional economic integration and modern public governance reform. His academic work aims to bridge public management theory with policy implementation practice, promoting effectiveness, transparency, and adaptability in Vietnam’s public administration system.
