Title	The Normative Alignment and Institutional Imperatives: Mapping Timor-Leste’s Domestic Legal Compliance for Full ASEAN Membership
Abstract	The Democratic Republic of Timor-Leste's (RDTL) recent acceptance as the 11th member of ASEAN signifies a pivotal moment for Southeast Asian regionalism. Full participation necessitates RDTL’s adherence to the vast corpus of ASEAN legal and institutional frameworks, enshrined primarily in the ASEAN Charter and various Community Blueprints. This research addresses the core legal imperative of this accession: the mandatory harmonization of domestic law. To what extent must RDTL's domestic legal and institutional frameworks (including constitutional, commercial, and human rights law) be harmonized to fully align with ASEAN's legal instruments and obligations? This study employs a comparative legal analysis approach, juxtaposing key RDTL legislative areas with central ASEAN instruments (e.g., ASEAN Comprehensive Investment Agreement and the ASEAN Human Rights Declaration). The method includes a normative-juridical assessment of the constitutional requirements for treaty ratification in RDTL. Preliminary analysis reveals significant harmonization gaps, particularly in the realm of economic law (e.g., competition, intellectual property, and trade facilitation), which requires extensive legislative overhaul. Constitutionally, RDTL’s strong dualist system may present procedural challenges in swiftly incorporating ASEAN’s soft law and non-binding agreements. Conversely, the existing framework for human rights protection shows certain complementary aspects, though institutional capacity remains a hurdle for engaging with the ASEAN Intergovernmental Commission on Human Rights (AICHR). The successful integration of RDTL into ASEAN relies critically on a targeted and prioritized legal reform agenda. This research concludes by proposing a phased legal roadmap for RDTL, emphasizing institutional capacity building and legislative prioritization. It contributes legal knowledge crucial for empowering a new member, thereby supporting ASEAN’s goal of a sustainable and integrated regional community
Biography	Carissa Amanda Siswanto, S.H., M.H., born in Surabaya, May 29. The author earned her Bachelor of Laws degree in 2017 at Universitas Pelita Harapan Surabaya and her Master of Law in 2019 at Universitas Pelita Harapan Surabaya. The author is a permanent lecturer at the Faculty of Law, Universitas Pelita Harapan, Surabaya since August 2019. The areas of expertise are Commercial Law, Corporate Law, Capital Market Law, Investment Law, International Trade Law and Contract Law. The writer is currently a student of the Doctoral Study Program in Law, Faculty of Law, Universitas Brawijaya, Class of 2024. Apart from being a lecturer, the author is also the Deputy Chair of the Law Study Program at Universitas Pelita Harapan Surabaya and the Quality Assurance Officer of Universitas Pelita Harapan and actively contributes to the writing of national and international articles.
